Coastal Livelihood Entrepreneurship for Adaptation and Resilience Model

The CLEAR Model drives AFO’s livelihood transformation agenda.
It is a five-phase, adaptive framework that equips coastal households especially women and youth to participate fully in the blue economy while safeguarding natural resources.

Engage. Build. Finance. Link. Sustain.

  • Engage – We begin with listening. Through participatory mapping and dialogue, communities co-design solutions that fit their realities.

  • Build – Strengthening technical capacity in aquaculture, seaweed farming, leadership, and financial literacy.

  • Finance – Establishment of Eco-groups as Village Savings & Loan Associations(VSLAs) and match their growth with seed capital to catalyze small blue enterprises.

  • Link – Open markets, connect producers with buyers, digital traceability systems, and policy platforms that validate local effort.

  • Sustain – Embed monitoring, peer learning, and governance support so success compounds over time.

CLEAR positions livelihoods as both economic engines and conservation incentives.
It is now being replicated across AFO’s seaweed, coral and mangrove value chains proof that inclusive finance and ecological stewardship can grow together.
